The Executive Director is responsible for day-to-day management of the District
Peter Carney
EXECUTIVE DIRECTOR
Peter joined the District as its Executive Director in 2016 after working for over eleven years in the Maine Department of Environmental Protection’s Office of the Commissioner where he focused on regulatory and policy work. He is a graduate of the University of Maine School of Law and also holds a degree from the ecology-oriented program in Landscape Architecture at the S.U.N.Y. College of Environmental Science and Forestry.

The District is overseen by a sixteen-member Board of Directors appointed by the Cities of Portland, South Portland, and Westbrook, the Town of Scarborough, the Maine Department of Transportation, and the Maine Turnpike Authority, as follows:
Cumberland County Soil & Water Conservation District Staff
CCSWCD provides administrative and technical support to the District.

Chris Baldwin, P.E.
DISTRICT ENGINEER
Chris oversees all of the CCSWCD technical programs, from construction inspection to erosion and sedimentation control plans. Chris provides engineering, technical, and training assistance LCWMD.

Chris Brewer,
FISCAL AGENT
Chris is the District Manager with the CCSWCD. Chris manages the finances for the LCWMD, he also assists with Landowner relations and program outreach.

Heather Hunt, CESSWI
PROJECT MANAGER
Heather has been protecting Cumberland County’s lakes and rivers since 2006. She provides inspections and technical assistance to LCWMD.

Ali Clift
EDUCATION & OUTREACH COORDINATOR
Ali implements many of the CCSWCD education and outreach programs. Ali provides program outreach assistance to LCWMD.

Katharine Kranich Wojcik
OUTREACH & DESIGN
Kat specializes in design, communication and web management for non-profits and government agencies. She provides creative assistance to LCWMD. -
Amren Frechette
DISTRICT TECHNICIAN
Amren provides technical assistance for LCWMD programs including field work and inspections for stormwater BMPs, meeting general mapping needs, and performing field surveys and data collection for developing projects.
